Introduction

This skill set addresses the skills and knowledge required for those responsible for developing Traffic Management Plans (TMP) and Traffic Guidance Scheme (TGS) on Temporary Traffic Management Category 1 environments as described in the Austroads Guide to Temporary Traffic Management.

Target Audience

This skill set is for individuals responsible for developing traffic management plans and traffic guidance schemes for Temporary Traffic Management Category 1 roads.

Eligibility Requirements:

  • Be 18 years of age or older.
  • Have Language, Literacy and Numeracy (LLN) skills to ACSF level 2 or above.
  • Provide a copy of current Traffic Management Accreditation Card.
  • Completion of the following TMI Skill Set (Statement of Attainment):
    • RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads
  • Provide evidence of at least 12 months experience applying the relevant skills and knowledge in a temporary traffic management workplace (example - resume, job tickets from 12 months ago or letter of employment)
  • Provide evidence of relevant experience setting up at least 20 temporary traffic management types in at least four (4) of the following design types (example - job tickets) :
    • pedestrian and cyclist controls
    • construction sites
    • lane closures
    • shoulder closures
    • night works
    • use of portable traffic control devices
    • motorways or freeways
  • Or at least an AQF Level 6 qualification in a civil construction, traffic engineering or road design related field; or
  • entry requirements specifically detailed in the Austroads Guide to Temporary Traffic Management

 

Learning Outcomes

  • Plan and prepare for implementing the risk management process
  • Identify workplace hazards and assess
  • Assess workplace risks and identify unacceptable risk levels
  • Identify potential actions and develop risk controls
  • Implement and evaluate risk control
  • Audit the risk management process and complete records
  • Establish context for traffic management plan and traffic guidance scheme
  • Prepare traffic management plans and traffic guidance scheme
  • Support and review traffic management plan implementation

Learning Methods

The Traffic Management Designer 1 (TMD 1) course will run over 3 days. Throughout the course‚ theory-based assessments and activities will be completed.

The assessments comprises both theoretical and practical components. The practical (post-course) assessment requirements must be completed for declared Temporary Traffic Management Category 1 roads within at least 6 months of successfully completing the theoretical component.
There are three pieces of assessment associated with this Skill Set, as follows:

  1. In-class practical assessment, partially completed on-course and finalised post-course
  2. Theory assessment, completed on-course
  3. Workplace practical assessment, complete post-course

The Learner must be deemed satisfactory in all three pieces of assessment to achieve competency.

Post course – within a 6-month period of completing the theoretical component of the class, the learner must:

  • Complete TMD assessment 1 (will commence in-class)
  • TMD assessment 2

  • RIIRIS402E - Carry out the risk management process
  • RIICWD503E - Prepare traffic management plans and traffic guidance schemes
We require the following evidence for a participant to be eligible to attend this course: 
1. Statement of Attainment for RIISS00060 
2. 
Evidence of 12 months experience applying the relevant skills and knowledge in a temporary traffic management workplace (example - resume, job tickets from 12 months ago or letter of employment)
3. Evidence of setting up at least 20 temporary traffic management types (example - job tickets) OR at least an AQF level 6 qualification in a civil construction, traffic engineering or road design related field.
