Introduction

This skill set address the skills and knowledge required for those working in the traffic control and traffic management Industry who do not directly undertake temporary traffic management roles on worksites. 

Target Audience

This skill set is for individuals responsible for developing traffic management plans and traffic guidance schemes for Temporary Traffic Management Category 1 roads.

Eligibility Requirements:

  • Be 18 years of age or older.
  • Have Language, Literacy and Numeracy (LLN) skills to ACSF level 2 or above.
  • Provide a copy of current Traffic Management Accreditation Card.
  • Completion of any of the following TMI Skill Sets (Statement of Attainment):
    • RIISS00060 Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads; or
    • RIISSS00061 Traffic Management Implementer Skill Set for High Volume Roads; or
    • RIISSS00062 Traffic Management Implementer Skill Set for Motorways and Freeways
  • Provide current resume with at least 12 months experience applying the relevant skills and knowledge in a temporary traffic management workplace.
  • Provide evidence of relevant experience setting up at least 20 temporary traffic management types in at least four (4) of the following design types:
    • pedestrian and cyclist controls
    • construction sites
    • lane closures
    • shoulder closures
    • night works
    • use of portable traffic control devices
    • motorways or freeways
  • Or at least an AQF Level 6 qualification in a civil construction, traffic engineering or road design related field; or
  • entry requirements specifically detailed in the Austroads Guide to Temporary Traffic Management

Learning Outcomes

  • Plan and prepare for implementing the risk management process
  • Identify workplace hazards and assess
  • Assess workplace risks and identify unacceptable risk levels
  • Identify potential actions and develop risk controls
  • Implement and evaluate risk control
  • Audit the risk management process and complete records
  • Establish context for traffic management plan and traffic guidance scheme
  • Prepare traffic management plans and traffic guidance scheme
  • Support and review traffic management plan implementation

Learning Methods

The Traffic Management Designer 1 (TMD 1) course will run over 3 days. Throughout the course‚ theory-based assessments and activities will be completed.

The assessments comprises both theoretical and practical components. 
There are two pieces of assessment associated with this Skill Set, as follows:

  1. Theory assessment, completed on-course
  2. In-class practical assessment, partially completed on-course and finalised post-course

The Learner must be deemed satisfactory in all two pieces of assessment to achieve competency.

  • RIICWD503E - Prepare traffic management plans and traffic guidance schemes
Successful participants will receive a Nationally Recognised Statement of Attainment for:
