This short course provides the skills and knowledge required to perform a preliminary risk assessment of a temporary traffic management site and select, modify and design traffic management plans and traffic guidance schemes in Civil Construction. 

Target Audience

This course is aimed at learners responsible for developing traffic guidance schemes and traffic management plans.


Learners are required to:

  • Be over 18 years of age
  • Have language, literacy and numeracy skills to an ACSF level 4
It is also recommended that learners have experience in the traffic management industry and have previously completed the following units of competency:
  • RIIWHS205E Control traffic with stop-slow bat (or equivalent)
  • RIIWHS302E Implement traffic management plans (or equivalent)

Learning Outcomes

  • Prepare a work zone traffic management plan (TMP)
  • Collect all information about a given roadwork project to enable the preparation of a TMP/TGS
  • Design a TMP/TGS based on risk assessment, statutory and regulatory requirements, standards, road authority and project brief
  • Draw up a TGS/TMP using suitable industry tools
  • Calculate costings for TMP development and implementation
  • Review and evaluate TMP providing advice and guidance for improvements

Learning Methods

This course is delivered over 3-days which consists of two parts:
  • Part 1 (Theory Component) - delivered in a classroom environment, involves a variety of learning methods including presentations, group activities, use of regulatory and statutory manuals and documents, project management that includes case studies and document preparation, use of TMP/TGS development software
  • Part 2 (Practical Assessment) - learners demonstrate their skills and knowledge developed in the classroom by completing theory questionnaires and activities, practical activities and observation, and development of two TMP projects
